The Acting Vice Roy received on the 11th instant the Honorable Vice Consul's despatch stating that inquiry had been urged by His Excellency the Governor of Hongkong with respect to the practicability of introducing at the Chinese ports regulations similar to those instituted in Hongkong for securing and registering of Vessels; which, together with the annexed translation (of Sir R. G. MacDonnell's despatch) the Vice Roy has perused.
